| Personal Bio or Company Description: Calvin G. Drayton presently serves as the First Deputy Commissioner for the New York City Office of Emergency Management (NYCOEM).
During his many years of outstanding service in the field of emergency management, First Deputy Commissioner Drayton has responded to dozens of disasters and emergencies, ranging from aviation accidents and acts of domestic terrorism, to earthquakes, floods, fires, hurricanes, power outages, structural collapses, and water main breaks. A recognized authority in the field of emergency management, Commissioner Drayton has served on numerous advisory and other technical committees and organizations dedicated to improving emergency management response practices around the world. In December of 2000, Mr. Drayton assisted the Federal Emergency Management Agency (FEMA) in preparing a comprehensive strategy for the organization and operation of emergency management services in the city of Bangkok, Thailand, a metropolis with over 10 million residents.
In 1992, Mr. Drayton commenced his emergency management career as Deputy Director of Disaster Services for the American Red Cross, a position in which he was responsible for the daily coordination of disaster services. In this capacity, Mr. Drayton ensured that only effective and efficient services were provided to disaster victims, thereby allowing those communities and lives ravaged by disaster to recover as quickly as possible.
In November of 1996, Mr. Drayton joined the Federal Emergency Management Agency (FEMA) as a Community Relations Disaster Assistance Employee. Shortly thereafter, Mr. Drayton joined the New York City Mayor’s Office of Emergency Management (OEM) as a planner and citywide interagency coordinator. In this position, Mr. Drayton was able to draw upon his extensive emergency management experience to research, draft and implement several emergency response plans, including those relating to hurricanes, coastal flooding, biological and chemical terrorism, and aviation accidents. As OEM’s citywide interagency coordinator, Mr. Drayton was additionally tasked with managing the City’s response to those natural, technological, chemical and biological emergencies that involved multi-agency coordination. In February of 1997, after serving as an interagency coordinator and planner, Mr. Drayton was appointed OEM’s Deputy Director of Operations. Reporting to the Director, Mr. Drayton supervised the agency’s field operations. In this position, he was charged with identifying and organizing the City’s response to all emergency conditions that required the active participation of scores of City, State, Federal and private agencies – a massive undertaking that frequently involved the skillful coordination of hundreds of personnel under intensely hazardous conditions. In May of 2000, Mr. Drayton closely participated in Operation Topoff, a bioterrorism exercise that simulated the effects of a bioterrorist attack on a major American city, and those measures required to mitigate such an occurrence.
On September 11, 2001, Deputy Director Drayton was among the first of emergency management personnel to respond to the terrorist attacks on the World Trade Center. As Deputy Director of Operations, Mr. Drayton was not only responsible for supervising OEM’s operational response to the fire and collapse of the World Trade Center, but during the months following the disaster, maintained full operational response parameters to the slew of interagency emergencies that daily occurred in the City of New York. These events included the October anthrax attacks and the crash of American Airlines Flight 587 in Belle Harbor, Queens. On April 4, 2002, Commissioner John T. Odermatt named Mr. Drayton First Deputy Commissioner of the New York City Office of Emergency Management. Commissioner Drayton was the first member of the NYCOEM to hold that title. In his capacity as First Deputy Commissioner, Mr. Drayton won wide praise for his handling of the City’s response to the great New York City Blackout, the President’s Day Blizzard, and the tragic Staten Island Ferry accident, all of which occurred in 2003. The recipient of numerous awards and commendations, First Deputy Commissioner Drayton studied Business Administration at Long Island University, in Brooklyn, New York. Mr. Drayton and his wife of 28 years, BJ, reside in Queens, New York. They have two children, a daughter, Tayla, and a son, Carlos. | |
