Severe Weather Crisis Response: A Whole of Community Approach

Orloff has been a disaster manager, planning specialist and safety trainer since entering the disaster management field post September 11, 2001. As a not-for-profit entrepreneur she founded World Cares Center and its programs as well as developing it’s curricula with a core group of subject matter experts. Throughout her career, Orloff developed methods to address natural & societal disaster response challenges, training citizens to emerge as safe and effective disaster volunteers and equip community leaders with the skills and knowledge necessary to lead their constituents in times of crisis.

Orloff provides strategic vision and leadership for numerous organizations in their development. As a Professor at Pratt Institute she taught Leading and Managing Communities in Disaster Response, a curriculum developed for the Institutes’ Facility Management Program. She is replicating that cirriculm for John Jay College of Criminal Justice as well as participating as an adjunct speaker with Long Island University’s United Nations program. Orloff authored Managing Spontaneous Community Volunteers in Disasters, CRC Press 2011.

One of the most rewarding parts of her profession is working directly in communities. Orloff managed community volunteers and supported official responders during the 9-11 relief effort, Hurricane Katrina, and the Haiti Earthquake of 2010, Hurricane Irene and Superstorm Sandy. She developed and built working partnerships with Offices of Emergency Management, Citizen Corp, CERT, the American Red Cross, Police Departments and the military, including the Department of Defense and international entities of the UN cluster groups. She served as a liaison between community volunteers and government agencies, most notably FEMA and OEM, working together on community-focused long-term recovery initiatives since September 11, 2001.

The experiences gathered in the field and learning from the expertise of fellow seasoned responders in the field and academia, Has afforded Orloff the honor to be called upon as a subject matter expert by DHS, DARPA, DOD, J9, and emergency management agencies around the nation and world speaking on spontaneous community volunteer management and building resilience from within communities.

Orloff is also a representative member of NYC-VOAD, International Association of Emergency Managers, MyGoodDeed (Founding Board Member), The National Institute for Urban Search and Rescue, NOVA’s National Community Crisis Response Team, WTC Health Registry, NJIT Business Emergency Operations Center, the UN WHO Mental Health Committee, and the Department of Public Information of the UN and the United Nations Office for Disaster Risk Reduction 'Words Into Action' implementation guides for the Sendai Framework for Disaster Risk Reduction working group.

Orloff is a graduate of the Institute for Not-for-Profit Management’s Executive Level Program at Columbia University’s Graduate School of Business. Certifications include NOVA’s Advanced Community Crisis Response Team training and Interfaith Disaster Chaplain Training. I have been a guest lecturer at numerous universities including the Harvard School of Public Health.

Orloff is currently developing a global platform facilitating cross sector support during crisis response with a focus on a common foundation of management protocols Partners include nongovernmental organizations in Japan and Sri Lanka.B.

Bo Mitchell was Police Commissioner of Wilton, CT for 16 years. He retired to found 911 Consulting which creates emergency, disaster recovery, business continuity, crisis communications and pandemic plans, plus training and exercises for organizations like GE HQ, Hyatt HQ, H&R Block HQ, MasterCard HQ, four colleges and universities plus 25 secondary schools. He serves clients headquartered from Boston to LA working in their facilities from London to San Francisco. Bo has earned 22 certifications in homeland security, emergency management, disaster recovery, business continuity, safety and security. He also serves as an expert in landmark court cases nationally.

Extreme Weather Resiliency in NYC: Heavy Rains, Heatwaves, and Flooding

Peter Glus of Arcadis will provide a status update on the resiliency projects planned in NYC, from the Big U Project around Lower Manhattan to the new infrastructure projects intended to mitigate extreme rain and heat.  

Mr. Glus has been working in the NYC A/E market for more than 24 years and specializes in managing large complex engineering and consultancy projects with extensive stakeholder interaction. He recently served as Arcadis’ Project Director for the East Side Coastal Resiliency project and also the Lower Manhattan Coastal Resiliency study, which involved extensive high-level intergovernmental and business stakeholder meetings as well as over one hundred public meetings. He is also leading the $1.5B Bay Park Hurricane Sandy Recovery Program’s stakeholder and community outreach efforts in Nassau County. Prior to that, he has been extensively involved in the planning, design, and construction of improvements to the New York City water supply system.

Moderator: Bill Raisch - Executive Director, International Center for Enterprise Preparedness
Bill Raisch is the founding Director of the International Center for Enterprise Preparedness (InterCEP) at New York University which was established in 2004 as the world’s first research and development center dedicated to private sector resilience. The Center actively engages with the private sector and other key stakeholders to constructively address shared risks. The Center and Bill’s work focuses on addressing both existing and emerging forces and factors that may disrupt the operations of major organizations, governments and potentially wider society. Bill has over 30 years of experience in the private sector spanning roles in both privately held and publicly traded corporations. His background includes leading strategic planning for Smith Barney International, publishing, agriculture and project consulting in a diversity of industries and managing several start-up efforts addressing new business innovations and technologies. Bill served as private sector preparedness advisor to the U.S. Federal 9-11 Commission and assisted in developing the Commission’s recommendations on private sector emergency preparedness. Bill recently served as a Fellow at the U.S. Chamber of Commerce National Chamber Foundation focusing on identifying emerging issues that will impact the business community. He also recently completed service on the Board of Directors of the American National Standards Institute (ANSI) as well as on the Technical Committee on the Standard on Disaster/Emergency Management & Business Continuity (NFPA 1600). Bill also serves as the emergency manager for his home town, the Village of Asharoken, New York. He received his B.A. (Government & Economics) and M.B.A. from Cornell University.

Robert Brown is an Executive Director and a 21-year veteran of JPMC with roles focused on resiliency and risk management. He has led JPMC’s Consumer and Community Banking (CCB) crisis management function since 2014.

Panelist: Sean Friedman - Vice President, IDB Bank
Sean Friedman is currently the Business Continuity Manager at Israel Discount Bank. Sean has spent his career in the financial industry working for JPMorgan, BNYMellon, Fidelity and Morgan Stanley. Over the last 15 years his focus has been on Business Continuity Planning.

Panelist: John Esposito - Corporate Director of HS&E and Security, Ports America
Over 40 years’ experience in the Maritime, Stevedoring and Safety and Security industry.

While employed in the US Merchant Marine, worked as an AB and Boson, on US Flag vessels, with training in Fire Fighting, Spill Prevention and Recovery, Emergency Evacuation and Rescue.

Since 1979 has held various positions within the Maritime Industry, Marine including Port Captain, Safety and Training Manager, Director of Equipment Logistics, Terminal Operations Manager, and presently as Corporate Director of HS&E, and Security for Ports America.

While serving as the Terminal Manger at the NYC Cruise Terminal For Ports America, worked directly with NYPD Intel. Secret Service, and NYC OEM in aftermath of the World Trade Center attacks, managing and securing the Terminal which housed all NYC, NYS and Federal agencies responsible for the recovery

Developed the Emergency Response Plan and Corporate Continuity of Operations Plan for Ports America which provides assessment, implementation response and recovery protocols and procedures for all departments, all sites and operations within Ports America, for any possible interruption of business. Trained the Emergency Response Team a select group employees from all departments and representing all geographic areas who will mobilize to any Ports America location within the US within 24 hours,to assist local management resuming operations.

This team was mobilized for assist resumption of business for Ports America after Karina. Most recently mobilized for the response and recovery of Ports America operations in the North East after Super Storm Sandy.

Leadership of Security team in compliance with Federal and Local regulations, writing Security Plans, training of Facility Security Officers, Drills and reporting.
